The Forum opened with a presentation by Professor David Heald, one of the editors of When the Party's Over: The Politics of Fiscal Squeeze in Perspective (Proceedings of the British Academy 197, October 2014). This was followed by a commentary by Catherine Mann, Chief Economist of the OECD.
