He has made, and continues to make, major contributions to the study of public policy in Britain and abroad. His work on public expenditure in the 1970s was pathbreaking and he has remained at the forefront of the discipline ever since. His work is characterised by the application of the analytical tools of social science to key contemporary policy problems. He has been a pioneer in the fields of regulation, performance measurement, accountability, targets and 'evidence-based policy'.
